In unincorporated Orange County, OC Development Services issues building permits through the myOCeServices portal, and it names this exact job — a minor bathroom and kitchen remodeling permit, which the county’s own guidance says normally requires rough plumbing, mechanical and electrical inspections, plus an underground water and gas inspection when fixtures move. Inside the cities, from Fullerton and Anaheim to Irvine and Huntington Beach, the city building department has jurisdiction instead.

Orange County adds a second gatekeeper the inland counties mostly do not. Industry figures compiled by the California Association of Community Managers, based on 2016 data, put about 82% of county residents in a homeowners association. An HOA rarely reviews your cabinets, but it often does control roof and wall penetrations for the range hood, work hours, dumpster placement and staging. We plan that approval alongside the building permit.

Orange County’s dominant kitchen problem is architectural rather than structural. The 1970s and 1980s tract plans that make up close to half the county’s housing put the kitchen behind a wall or a peninsula, dropped a soffit over the upper cabinets and lit the room with a single fluorescent box. Removing the soffit, squaring the ceiling and moving to a working island changes the room more than any finish selection will, and it is usually achievable without touching the structure.

Coastal projects need one extra check. Under the Coastal Act, improvements to an existing single-family home generally do not require a coastal development permit, but there are enumerated exceptions — among them an increase of 10 percent or more in floor area or height on a lot between the sea and the first public road. An interior kitchen remodel in Newport Beach or Laguna Beach is normally clear; a bump-out on a beachfront lot may not be. We confirm that before design, not after.

Then there is the association. Interiors are rarely reviewed, but the range hood has to terminate somewhere, and a roof or sidewall penetration, a new window, work hours, staging and dumpster placement are all things an Orange County HOA typically does control. Getting that approval into the schedule at the start is the difference between an eight-week kitchen and a twelve-week one.

Great work! All individual workers (demo, shower prep, tile, electrician, plumber, wall, and shower door) worked with details, very responsible, and on time.
