The Riverside County Department of Building and Safety, part of the Transportation and Land Management Agency, permits work in the unincorporated county through the rivcoplus.org portal; incorporated cities permit their own. Riverside publishes the clearest exempt-work language of any county we work in — cabinets, countertops and similar finish work are exempt so long as they do not require changing walls, plumbing, mechanical or electrical configuration. Nearly every kitchen worth remodeling crosses that line somewhere.

The county also spans two very different climates. Western Riverside is chaparral and Mediterranean; the Coachella Valley runs past 110 degrees in summer and sits in one of the hottest building climate zones in the state, which changes how a kitchen’s ventilation and cooling have to be handled.

Because Riverside County’s housing is so much newer than the rest of the region, the work here is usually reconfiguration rather than rehabilitation. The framing, the slab and the electrical service are typically sound; what fails is the plan. Builder kitchens from the 1990s and 2000s tend to have an oversized entry, a shallow pantry, a peninsula that blocks the sightline to the living room, and a cooktop dropped on an island with no real ventilation over it.

That last point matters more here than almost anywhere. California’s energy code requires kitchen ventilation to exhaust outdoors, and a recirculating hood does not satisfy it on its own. In a Coachella Valley home running air conditioning for much of the year, an under-performing hood is not only a code question — it is the difference between a kitchen that stays comfortable in August and one that does not.

Riverside County also has the highest share of manufactured and mobile homes of the counties we serve, at roughly 9.5 percent. Those are a genuinely different build — the permitting path, the floor structure and the utility connections do not follow site-built rules — and we say so up front rather than quoting a site-built kitchen and discovering the difference during demolition.

Great work! All individual workers (demo, shower prep, tile, electrician, plumber, wall, and shower door) worked with details, very responsible, and on time.
