Permitting in Los Angeles County depends on where the house sits. Los Angeles County Public Works, Building and Safety issues permits for the unincorporated areas — more than 2,600 square miles and roughly 120 communities — through the EPIC-LA portal, while each of the county’s 88 incorporated cities runs its own building department with its own fees and turnaround. We confirm the jurisdiction before we draw anything, because it changes the submittal and the review path.

The line for whether a kitchen needs a permit is the same across the county: swapping cabinets, countertops and finishes is exempt work, but moving a sink, adding circuits, relocating gas, running new hood duct or removing a wall is not. We pull the permit ourselves and carry it through rough and final inspection.

In a county where most homes predate 1970, the design conversation usually starts with the wall between the kitchen and the rest of the house. Opening it is almost always the right move and almost never a simple one: in older Los Angeles construction that wall is often carrying load, and the county’s building code amendments add specific seismic design provisions for structures on slopes steeper than 33.3 percent — which describes a great many of the hillside neighborhoods people most want opened up. We bring a structural engineer in during design rather than discovering the problem after demolition.

The second thing an older Los Angeles kitchen forces is a service conversation. Panels in mid-century homes were sized for a range and a refrigerator, not for an induction cooktop, a wall oven, a dishwasher, a disposal and the dedicated small-appliance circuits a modern kitchen needs. We assess capacity during design so the electrical scope is priced honestly instead of arriving later as a change order.

There is also a rule that catches homeowners here more than anywhere else in the region. Under California Civil Code section 1101.4, a permitted improvement to a single-family home built and available for occupancy on or before January 1, 1994 requires every non-compliant plumbing fixture in the house to be replaced as a condition of final approval — not only the ones in the kitchen. With the large majority of this county’s housing predating that date, we budget for it from the start instead of meeting it at final inspection.
