San Bernardino County Land Use Services, Building and Safety issues permits for the unincorporated county, with records and inspections through the EZOP CitizenAccess portal; the county’s 24 incorporated cities permit their own work. The county adopted the 2025 California Building Code by Ordinance 4501, so anything submitted now is reviewed against the 2025 edition.

What changes most across this county is not the paperwork, it is the site. The valley floor, the high desert and the mountain communities fall in different building climate zones, which changes envelope and mechanical compliance, and in the mountains a removed bearing wall has to carry snow load a valley beam never sees. We size those details for the location rather than reusing a valley detail at 6,000 feet.

San Bernardino County contains at least three different remodeling environments, and the right detail in one is the wrong detail in another. In the mountain communities — Big Bear, Lake Arrowhead, Crestline, Running Springs — snow load governs. A beam replacing a bearing wall up there carries loads a valley beam never sees, and plumbing routed through an exterior wall needs freeze protection.

This county also has the highest share of detached single-family homes of the four we serve, around 71 percent. That works in a homeowner’s favor: a detached house gives far more freedom to vent a hood through a sidewall, add a window, or push a wall out than an attached or condominium plan ever will.

Great work! All individual workers (demo, shower prep, tile, electrician, plumber, wall, and shower door) worked with details, very responsible, and on time.
