Pool Remodeling in Montebello
The pools we get called about are usually still working: the plaster is rough on your feet, the waterline tile is crusted, the pump runs loud all day and the deck has settled and split. That’s a common picture in Montebello. Montebello was built out after the 1917 oil discovery in the Montebello hills and the city’s 1920 incorporation, then filled in through the mid century, so a lot of pools around East Montebello, South Montebello, the Montebello Hills, the Whittier Boulevard corridor are on their second or third finish and still running original-era equipment. Horizon reworks the pool you already have: resurfacing, tile and coping, decking, a new equipment pad and the safety features a permitted remodel requires, planned with the rest of the yard and built under one contract.
Services We Offer
Our Pool Remodeling Process in Montebello
A pool remodel in Montebello starts with a walk-through of the pool, deck, equipment pad and yard. We note what’s worn, what’s failing and what you want to change, then draw the pool work in the context of the whole backyard. You pick the interior finish, waterline tile, coping and decking before anything is torn out, and we choose the drowning prevention features with you so the plans go in complete.
We submit plans and energy forms, answer plan check and handle HOA architectural review where there is one. Once the permit is issued, the pool is drained, old tile, coping and deck come out, and the shell gets a close look. Shell repair, plumbing, equipment, electrical and gas come next, then tile, coping and the new deck. The interior finish goes on last, the pool is filled and brought through the start-up period the finish maker specifies. Final inspection covers the safety features, and we walk you through running the new equipment.

Permits for this work go through the City of Montebello Planning and Community Development Department Building and Safety Division. One local factor worth knowing: no unusual local overlay applies, so the building code and the age of the house are what govern. Not every pool repair needs a permit, but adding a spa, changing the shape or depth, structural shell repair, a new heater, and new gas or electrical runs are the usual triggers. The building department makes that call, and we sort it out at the design stage.
A permit for remodeling a pool or spa at a single-family home brings in California’s Swimming Pool Safety Act (Health and Safety Code 115922): the pool has to have at least two of seven listed drowning prevention features. The list includes an enclosure isolating the pool from the house, removable mesh fencing with a self-closing, self-latching gate, an approved safety cover, exit alarms or self-closing, self-latching devices on doors to the pool, and a pool alarm. The inspector checks them before final. Drain covers are the other safety item. Under the federal Virginia Graeme Baker Act, drain covers sold in the U.S. have to meet the anti-entrapment standard, and we replace old covers with compliant ones as part of the scope.
Equipment is where the energy rules show up. Under the California Energy Commission’s Title 20 rules, replacement dedicated-purpose pool pump motors of 0.5 total horsepower or more manufactured on or after July 19, 2021 must be variable-speed. California’s 2025 energy code also limits the heat source for newly installed pool and spa heating, with an exception for alterations to pools that already have heating. New equipment, lights and any metal near the water also have to meet the bonding and GFCI rules in the California Electrical Code, so a licensed electrician checks the existing bonding when the deck comes out.
Draining the pool is when we can see the shell. Surface crazing is normal, but structural cracks in a gunite or shotcrete shell, or a failed bond beam under the coping, get repaired before the new finish goes on, and that repair is written into a change order first. In neighborhoods like East Montebello, South Montebello, the Montebello Hills, the Whittier Boulevard corridor, many HOAs also review decking, fencing and equipment location, and we schedule that approval alongside the permit.

Why Choose Horizon Remodeling For Pool Remodeling in Montebello
Horizon Construction & Remodeling is a licensed Class B general building contractor, bonded and insured, with the license active since 2009 and more than 18 years in business. We’ve completed 1,500 projects across Southern California.
We take pool remodeling as part of multi-trade backyard work, where the pool sits alongside decking, hardscape, electrical, gas, patio covers or an outdoor kitchen. Design, permits and construction run under one contract with one project manager, and the pool-specific trades work under that contract as licensed subcontractors. That keeps the pool, the deck and the equipment pad on one plan, so new concrete doesn’t get torn up later for a gas line.
You can see finishes in person at the Horizon Design Center in Fullerton. We’re an EPA Lead-Safe Certified Firm, NARI and NKBA members, A+ rated with the BBB, and recipients of Best of Houzz and the Angi Super Service Award. Proposals are written line by line, so you can see what each part of the job involves and decide what to do now and what can wait.

There are so many positive things to list and describe, it is far better to wrap them all up into a single simple statement. Across the board, Horizon is excellent and we feel lucky to have found them.Posted on Google![]()

Great work! All individual workers (demo, shower prep, tile, electrician, plumber, wall, and shower door) worked with details, very responsible, and on time. The project management communicated with us well and did a wonderful job in organizing the work and inspections. The guest bathroom remodel took less than four weeks.Posted on Google![]()

After two years in my home in Dana Point, I was finally ready to remodel my kitchen. I knew what worked and didn’t work for me and my family. I chose Horizon to do my project, and am so pleased with the results! David was always available, was very detail oriented, and made amazing suggestions along the way. His crew were hard working and took good care of my home. My single story home is now fully open concept with new floors, fireplace, paint and of course the star of the home- the kitchen with the huge porcelain topped island, and top of the line finishings. Thank you, Horizon! I whole heartedly recommend you for anyone looking to remodel their home!Posted on Google![]()

There is some hiccups but overall I am satisfied with the quality of work. Just make sure that you include absolutely everything in the contract.
Pool Remodeling FAQ

How do I know if my pool in Montebello needs resurfacing or just a repair?
If the problem is in one spot, like a chipped step or a few loose tiles, a repair may be enough. If the whole surface is rough, stained, flaking or sounds hollow when tapped, it’s time to resurface. Losing water faster than evaporation explains is another sign worth checking. We look at the pool in person, and once it’s drained we can tell whether cracks are in the finish or in the shell, which changes the scope.
Does a pool remodel need a permit?
Many do. Adding a spa, changing the shell, structural repair, a new heater, or new gas or electrical work usually requires one, and the application goes through the City of Montebello Planning and Community Development Department Building and Safety Division. A straight replaster with no other changes may not. The building department decides, and we handle the application, plan check and inspections either way. A permitted remodel also brings in the state’s drowning prevention requirements.
How long does a pool remodel take?
A resurfacing with new tile and coping usually runs a few weeks once work starts. A larger remodel with a new deck, equipment pad, spa addition or shell repair can run two to three months. Design, permits and HOA review come before that and depend on the building department’s plan check. The interior finish also has a start-up period after the fill, which we build into the schedule.
What drives the cost of a pool remodel?
The scope at the waterline, the interior finish you choose, and the condition of the shell once it’s drained are the first drivers. After that comes the equipment package, from a pump swap to a full pad with filter, heat pump, automation and replumbing. A spa addition, deck area and material, safety features, and permit and plan check time all add to it. Our written proposal breaks each item out line by line.
Do I have to switch to a variable-speed pump?
If your pump motor fails, California’s Title 20 rules require replacement dedicated-purpose pool pump motors of 0.5 total horsepower or more to be variable-speed, so that’s what you’ll be buying. A variable-speed pump runs long and slow for filtration and ramps up for the spa, a cleaner or a water feature. Many owners make the switch during a remodel while the pad is already being rebuilt.
Will I have to add pool safety features if I remodel?
If a building permit is issued for remodeling your pool or spa at a single-family home, California law requires at least two of seven listed drowning prevention features, such as mesh fencing with a self-closing gate, a safety cover, door exit alarms or a pool alarm. Certain pairs don’t count as two. We pick the combination with you during design so it fits how you use the yard and passes final inspection.
