Orange County has a lot of pools that are older than the people swimming in them. Tract neighborhoods in Fullerton, Anaheim, Orange and Garden Grove filled in during the 1950s through the 1970s, and many backyard pools there are on a worn finish with original-era tile and a single-speed pump. Master-planned communities in Irvine, Mission Viejo and Rancho Santa Margarita have newer pools, but nearly all of them sit under an HOA that reviews decking, fencing and equipment location.

Where you live changes the paperwork. Each incorporated city runs its own building department, and unincorporated areas go through OC Public Works. Beach cities add coastal zone review for some exterior work, and hillside areas such as Yorba Linda and Anaheim Hills include CAL FIRE designated fire hazard zones that affect fencing, decking and other exterior materials. Hard water is common across the county, so tile choice matters for how calcium shows at the waterline. Horizon works across Orange County from our Fullerton design center and Laguna Hills office.

Why Homeowners in Orange County Choose Horizon

Horizon is a licensed Class B general building contractor, bonded and insured, in business more than 18 years with the license active since 2009. Our design center is in Fullerton and our office is in Laguna Hills, so Orange County is home ground. We plan the pool, deck, equipment and the rest of the yard together, handle city or county permits and HOA review, and run construction under one contract with one project manager. The pool-specific trades work under that contract as licensed subcontractors, and you can see finish and tile options in person in Fullerton.

Frequently Asked Questions

Many do. Adding a spa, changing the shell, structural repair, a new heater, or new gas or electrical work are the usual triggers. Incorporated cities in Orange County run their own building departments, and unincorporated areas go through the county. A straight replaster with no other changes may not need one. We handle the application, plan check and inspections.

California’s Swimming Pool Safety Act requires at least two of seven listed drowning prevention features when a permit is issued to remodel a pool or spa at a single-family home. Options include mesh fencing with a self-closing gate, a safety cover, door exit alarms and a pool alarm. We choose the combination with you during design.

The scope at the waterline, the interior finish, shell condition once the pool is drained, the equipment package, any spa addition, deck area and material, safety features and permit time. Our written proposal breaks each item out line by line so you can decide what to do now and what can wait.

Yes, that’s how most of our pool remodels happen. One design covers the pool, deck, hardscape, equipment and any outdoor kitchen or patio cover, with one permit set and one schedule. Planning them together avoids tearing up new concrete later for a gas or electrical run, and it lets the deck, drainage and equipment location be settled once.
