San Bernardino County runs from the inland valley cities of Ontario, Rancho Cucamonga, Fontana, Upland, Chino Hills and Redlands up into the mountains and out to the high desert, and pool remodels follow that range. Older neighborhoods in Redlands and Upland have pools from several decades back, while newer tracts in Chino, Fontana and Rancho Cucamonga have pools on their first finish and first equipment pad.
Heat and wind are the main physical factors in the valley. Hot summers push pump run time and chemical demand, and Santa Ana winds blow debris into pools, which shows up in filter sizing and cleaner choice. Neighborhoods along the San Gabriel and San Bernardino foothills include CAL FIRE designated fire hazard zones that affect fencing, decking and other exterior materials. In high desert cities such as Victorville and Hesperia, winter freezes add another reason to plan equipment and plumbing carefully. Permits go through each city’s building department or San Bernardino County for unincorporated areas, and many newer communities have HOA architectural review.
Horizon is a licensed Class B general building contractor, bonded and insured, in business more than 18 years with the license active since 2009. Our Fullerton design center is a short drive from the western valley cities. We plan the pool, deck, equipment pad and surrounding yard together, account for heat, wind and fire zone conditions at design, handle permits and HOA review, and run the work under one contract with one project manager. Pool-specific trades work under that contract as licensed subcontractors, and proposals are written line by line so you can decide what to do now and what can wait.
Each city page covers who issues the permit there, what the local housing stock looks like and what that means for your project.

Many do. Adding a spa, changing the shell, structural repair, a new heater, or new gas or electrical work are the usual triggers. Incorporated cities in San Bernardino County run their own building departments, and unincorporated areas go through the county. A straight replaster with no other changes may not need one. We handle the application, plan check and inspections.
California’s Swimming Pool Safety Act requires at least two of seven listed drowning prevention features when a permit is issued to remodel a pool or spa at a single-family home. Options include mesh fencing with a self-closing gate, a safety cover, door exit alarms and a pool alarm. We choose the combination with you during design.
The scope at the waterline, the interior finish, shell condition once the pool is drained, the equipment package, any spa addition, deck area and material, safety features and permit time. Our written proposal breaks each item out line by line so you can decide what to do now and what can wait.
Yes, that’s how most of our pool remodels happen. One design covers the pool, deck, hardscape, equipment and any outdoor kitchen or patio cover, with one permit set and one schedule. Planning them together avoids tearing up new concrete later for a gas or electrical run, and it lets the deck, drainage and equipment location be settled once.
