#1 ADU Contractor in San Clemente
Custom Builds by Horizon Remodeling

Horizon Construction & Remodeling Inc. builds accessory dwelling units and home additions throughout San Clemente, managing design, permitting, material selection, and construction under one contract. Permits go through the City of San Clemente Community Development Department, and properties near the shore may also require a coastal development permit under the city’s Local Coastal Program, something we account for early in the process. From older Spanish Colonial Revival cottages near the Pier Bowl to larger newer homes in Forster Ranch or Talega, every project is scoped to fit the specific property.

How Our ADU Process Works

When it comes to enhancing your living space, room additions combined with Accessory Dwelling Unit (ADU) construction offer unparalleled versatility and value. These projects not only increase square footage but also provide additional living accommodations, whether for extended family, rental income, or work-from-home setups, making them a popular choice for homeowners seeking to maximize their property’s potential. According to California’s Department of Housing and Community Development, ADUs are a key solution to expanding housing options in urban and suburban neighborhoods.

Finding the right adu contractor in San Clemente means working with someone who understands both state law and the local variables that shape every project here. California ADU law, codified in Government Code sections 66310 through 66342, was updated effective January 1, 2026. Square footage is now measured as interior livable space, and the reviewing agency has 15 business days to determine whether your application is complete, then 60 days to approve or deny it. Approval is ministerial, meaning no public hearing and no discretionary design review.

Your application goes to the City of San Clemente Community Development Department. If your property sits within the California coastal zone, which covers a substantial portion of the city, Planning Services administers a Local Coastal Program that can require a coastal development permit whenever work changes the building envelope. That adds a layer worth knowing about before you finalize a design.

The lot itself drives most other decisions. San Clemente’s housing stock splits sharply between older Spanish Colonial Revival cottages near the Pier Bowl, many built in the 1920s and 1930s, and the far newer and larger homes in inland specific plan areas like Forster Ranch and Talega. Those two contexts produce very different site conditions, utility run distances, and grade challenges, which is why we walk every parcel before drawing anything.

State law sets a firm floor for what a local agency can require. Side and rear setbacks cannot exceed four feet, a unit cannot be capped below 850 square feet of interior livable space, owner-occupancy cannot be required, and there are no impact fees on units of 750 square feet or less. Building an ADU also cannot trigger a fire sprinkler retrofit of the main house.

Why Choose Horizon Remodeling As Your ADU Contractor in San Clemente ?

Horizon Construction and Remodeling is a licensed Class B general building contractor, bonded, and based in Fullerton, with over 15 years of ADU and general building work across Southern California. San Clemente is a straightforward drive from our office, so this is not a distant or unfamiliar market for us. A detached ADU is essentially a small house built on a lot that already has a primary residence, covering foundation, framing, envelope, plumbing, electrical, a kitchen, and a bathroom, all coordinated under one general contractor.

San Clemente’s permit process runs through the City of San Clemente Community Development Department, and properties near the shore may also require a coastal development permit under the city’s Local Coastal Program. We account for that possibility early in design, not after plans are drawn, because a coastal review can affect the building envelope and needs to move alongside the standard building permit, not behind it.

The housing stock here ranges widely, from compact 1920s and 1930s cottages near the Pier Bowl to larger, newer homes in specific plan areas like Forster Ranch and Talega. Those are genuinely different projects, and our approach to each reflects that difference from the first conversation through the final walkthrough.

ADU Contractor in San Clemente FAQ

What is an ADU and why should I build one?

An accessory dwelling unit is a self-contained secondary home on your existing lot, taking the form of a converted garage, a detached backyard structure, or an attached in-law suite. Building one in San Clemente gives you a way to generate rental income, house extended family, or simply add usable square footage to your property.

What an ADU Project in San Clemente Actually Costs

No honest contractor can quote you a firm number from a web page alone. The real cost depends on whether you are converting an existing structure or building a detached unit from scratch, how much site work and utility routing your lot requires, and the finish level you choose. What the law does protect you from is worth knowing before you budget. An ADU with 750 square feet or less of interior livable space is exempt from impact fees. School fees only apply above 500 square feet. Connection fees for a conversion or junior ADU are limited because the state does not classify those as a new residential use. Building an ADU also cannot force a fire-sprinkler retrofit on your existing home.

San Clemente’s permit process runs through the City of San Clemente Community Development Department, and if your property sits within the California coastal zone, a coastal development permit through the city’s Local Coastal Program may also be required before any work that changes the building envelope can begin. That extra layer affects how we sequence the approval process and what documentation we prepare. We walk every parcel, confirm setbacks, utility connections, and any coastal review triggers, and then give you a fixed scope and price you can hold us to. One point worth repeating: the CalHFA ADU grant program is closed and fully allocated, and the agency itself warns that anyone offering to help you obtain that grant is running a scam.

Yes, an ADU always requires a building permit, though approval is ministerial rather than discretionary, meaning no hearing or design review board gets involved. In San Clemente, applications go to the City of San Clemente Community Development Department, and if your property sits within the California coastal zone, a coastal development permit through the city’s Local Coastal Program may also be required. State law sets a 15-business-day completeness review and a 60-day approval window, shortened to 30 days with a pre-approved plan. We prepare and submit the full package and carry it through every inspection.

Most ADU construction projects take between 4 to 8 months from design to completion, depending on scope and permit approvals. Horizon Remodeling prioritizes efficient timelines while maintaining quality workmanship.
