California moved its ADU law into Government Code sections 66310 through 66342 in 2024, and it changed again on January 1, 2026: square footage is now measured as interior livable space, and an agency has 15 business days to determine whether an application is complete and 60 days to approve or deny it. Riverside also runs a strong pre-approved plan program. Its Permit Ready ADU set offers four free plans, from a 499 square foot studio to a 909 square foot two-bedroom, three of which fall under 750 square feet and therefore below the state impact fee threshold. The program excludes parcels in flood hazard or environmental constraint areas, so the first question on any site here is which map it sits on.

The lot decides most of the rest. Housing here was largely built before the city existed, as Rubidoux, Glen Avon, Pedley and Mira Loma suburbanized from quarry and dairy land through the mid and late twentieth century, with newer tracts added around the July 2011 incorporation, and the typical home is a single story ranch style house on a larger semi rural lot, typically with a modest original kitchen closed off from the living room, which shapes where a detached unit can sit and how far the utilities have to run.
