That’s a common picture in Portola Hills. Our Pool Remodeling Process in Portola Hills

A pool remodel in Portola Hills starts with a walk-through of the pool, deck, equipment pad and yard. We note what’s worn, what’s failing and what you want to change, then draw the pool work in the context of the whole backyard. You pick the interior finish, waterline tile, coping and decking before anything is torn out, and we choose the drowning prevention features with you so the plans go in complete.

We submit plans and energy forms, answer plan check and handle HOA architectural review where there is one. Once the permit is issued, the pool is drained, old tile, coping and deck come out, and the shell gets a close look. Shell repair, plumbing, equipment, electrical and gas come next, then tile, coping and the new deck. The interior finish goes on last, the pool is filled and brought through the start-up period the finish maker specifies. Final inspection covers the safety features, and we walk you through running the new equipment.

Permits for this work go through the City of Lake Forest Community Development Department, since Portola Hills was annexed into Lake Forest following a vote in 2000. One local factor worth knowing: the tracts sit on hillside terrain below the Santa Ana Mountains, and the condominium and planned development tracts carry association rules layered on top of the city code. Not every pool repair needs a permit, but adding a spa, changing the shape or depth, structural shell repair, a new heater, and new gas or electrical runs are the usual triggers. The building department makes that call, and we sort it out at the design stage.

A permit for remodeling a pool or spa at a single-family home brings in California’s Swimming Pool Safety Act (Health and Safety Code 115922): the pool has to have at least two of seven listed drowning prevention features. The list includes an enclosure isolating the pool from the house, removable mesh fencing with a self-closing, self-latching gate, an approved safety cover, exit alarms or self-closing, self-latching devices on doors to the pool, and a pool alarm. The inspector checks them before final. Drain covers are the other safety item. Under the federal Virginia Graeme Baker Act, drain covers sold in the U.S. have to meet the anti-entrapment standard, and we replace old covers with compliant ones as part of the scope.

Equipment is where the energy rules show up. Under the California Energy Commission’s Title 20 rules, replacement dedicated-purpose pool pump motors of 0.5 total horsepower or more manufactured on or after July 19, 2021 must be variable-speed. California’s 2025 energy code also limits the heat source for newly installed pool and spa heating, with an exception for alterations to pools that already have heating. New equipment, lights and any metal near the water also have to meet the bonding and GFCI rules in the California Electrical Code, so a licensed electrician checks the existing bonding when the deck comes out.

Draining the pool is when we can see the shell. Surface crazing is normal, but structural cracks in a gunite or shotcrete shell, or a failed bond beam under the coping, get repaired before the new finish goes on, and that repair is written into a change order first. In neighborhoods like Canyon View, Sycamore Ridge, Portola Hills Estates, Live Oak Estates, many HOAs also review decking, fencing and equipment location, and we schedule that approval alongside the permit.

How do I know if my pool in Portola Hills needs resurfacing or just a repair?

If the problem is in one spot, like a chipped step or a few loose tiles, a repair may be enough. If the whole surface is rough, stained, flaking or sounds hollow when tapped, it’s time to resurface. Losing water faster than evaporation explains is another sign worth checking. We look at the pool in person, and once it’s drained we can tell whether cracks are in the finish or in the shell, which changes the scope.

Many do. Adding a spa, changing the shell, structural repair, a new heater, or new gas or electrical work usually requires one, and the application goes through the City of Lake Forest Community Development Department, since Portola Hills was annexed into Lake Forest following a vote in 2000. A straight replaster with no other changes may not. The building department decides, and we handle the application, plan check and inspections either way. A permitted remodel also brings in the state’s drowning prevention requirements.

A resurfacing with new tile and coping usually runs a few weeks once work starts. A larger remodel with a new deck, equipment pad, spa addition or shell repair can run two to three months. Design, permits and HOA review come before that and depend on the building department’s plan check. The interior finish also has a start-up period after the fill, which we build into the schedule.

The scope at the waterline, the interior finish you choose, and the condition of the shell once it’s drained are the first drivers. After that comes the equipment package, from a pump swap to a full pad with filter, heat pump, automation and replumbing. A spa addition, deck area and material, safety features, and permit and plan check time all add to it. Our written proposal breaks each item out line by line.

If your pump motor fails, California’s Title 20 rules require replacement dedicated-purpose pool pump motors of 0.5 total horsepower or more to be variable-speed, so that’s what you’ll be buying. A variable-speed pump runs long and slow for filtration and ramps up for the spa, a cleaner or a water feature. Many owners make the switch during a remodel while the pad is already being rebuilt.
