The typical home is a single-story postwar tract house on a slab with a compact kitchen partitioned off from the living room, though the Eastside mixes in older homes on larger lots that have been enlarged or rebuilt. That can be a good house to remodel, but when it’s too small, sits on a tired foundation or can’t carry a second story without rebuilding most of it anyway, a tear-down rebuild is often the cleaner path. We start with the lot, not the floor plan. A zoning review, a boundary and topographic survey and a soils report tell us what can be built and what the foundation will need. Design follows: site plan, floor plans and elevations, worked through with you until the house fits how you live. Structural engineering and Title 24 energy documents are prepared alongside the drawings, so the plan set goes into plan check complete.
While plans are in review, we answer the comments, line up utility work and schedule the asbestos survey and air district notification that come before demolition. Once permits issue, the old house comes down and the build runs in order: foundation, framing, rough plumbing, electrical, mechanical and fire sprinkler lines, insulation, then exterior and interior finishes. Permits for this work go through the City of Costa Mesa Building and Safety Division. One local factor worth knowing: no unusual local overlay applies, so the building code and the association rules are what govern. On a new house, review usually involves more than one desk. Planning checks the design against zoning (setbacks, height, lot coverage and floor area), building plan check reviews the structural and energy documents, the fire department looks at sprinklers and access, and public works covers grading, drainage, any trenching in the street and a new driveway approach.
Demolition needs its own permit. Before it issues, most building departments want the gas and electric service disconnected and the sewer lateral capped. The regional air district (South Coast AQMD for most of the area) requires an asbestos survey first and advance notification for most demolitions. Utilities get sized for the new house, not the old one. Required fire sprinklers often mean a larger water meter and service line, and a bigger house with solar and modern electrical loads may need a new service from the utility, which carries its own lead time.
A geotechnical report comes before foundation design. It identifies expansive clay, old fill, groundwater and slope stability, and in state-mapped liquefaction or landslide zones a site-specific investigation is required. The structural engineer uses it to size footings or design a post-tensioned slab or grade beams, then lays out shear walls, hold-downs and beams for California’s seismic requirements. On a sloped lot, the same report drives retaining wall design and the grading plan, and the soils engineer usually has to sign off on the footing excavations before concrete is placed.
Energy compliance follows the 2025 Title 24 standards, which apply to permits filed on or after January 1, 2026, and new single-family homes must include solar PV. Some measures also need field verification by a third-party HERS rater. If the lot sits in a CAL FIRE Fire Hazard Severity Zone, the house is built to wildland-urban interface standards: a Class A roof, ember-resistant vents, ignition-resistant exterior materials and multipane windows with tempered glass. Inspections follow each stage, from foundation forms and steel through framing, rough-ins and insulation to the final sign-off.

Should I rebuild or remodel my house in Costa Mesa?
It depends on the house and the lot. A rebuild tends to make sense when the foundation has serious problems, when you’d be replacing nearly every system and moving most walls anyway, when you want a second story the existing structure can’t carry, or when zoning allows a larger or better-placed house. If the structure is sound and you mostly want a new layout and finishes, a whole home remodel is usually simpler to permit. We walk the property and give you a straight comparison before you commit.
What permits does a new home need?
Expect a demolition permit for the existing house, a building permit for the new one, and usually grading, utility and driveway permits from public works. Plans are reviewed by the City of Costa Mesa Building and Safety Division, typically with planning, fire and public works signing off as well. Lots in the coastal zone may need a coastal development permit, and lots in a fire hazard severity zone get added fire-code review. We prepare the submittals and handle the comments and resubmittals.
How long does it take to build a new home?
Design and permitting can take as long as construction. Plan check commonly runs several months, and longer when planning review, a coastal permit or a hillside or fire-zone review is involved. Construction of a custom home often runs around a year, more for larger homes, sloped lots or heavy site work. Weather, utility company scheduling and inspection availability all affect it, so we give you a schedule for your specific lot after the feasibility review.
What drives the cost of building a new home?
Size and complexity come first, especially second stories, long spans and lots of corners. Foundation type depends on soils and slope, and site work such as demolition, grading, retaining walls and utility upgrades can vary widely from lot to lot. Fire-zone or coastal requirements add cost, as does the finish level throughout. City impact fees and school fees on new square footage vary by city and district. After feasibility we break the budget into these categories so you can see where your choices are.
Do new homes in California need solar and fire sprinklers?
Yes. The California Residential Code requires automatic fire sprinklers in new one- and two-family homes, which affects water service size and ceiling layout. New single-family homes have required solar PV since the 2019 energy standards, and the 2025 Title 24 standards build on that for permits filed from January 1, 2026. CALGreen adds requirements for water use, construction waste recycling, indoor air quality and EV charging readiness. We design to all of it from the start.
Can you build an ADU along with the new house?
Yes, and a new build is the easiest time to add one. Water, sewer and electrical service can be sized for both units at once, and the site plan can give each unit its own entry and outdoor space. State law allows ADUs on most single-family lots, though setbacks, height and parking rules still apply. We can permit the ADU with the main house or as its own project, and we also build guest houses.
