Much of western Riverside County grew quickly from the 1980s through the 2000s, so a large share of homes are tract houses in planned communities, many with HOA review for exterior changes and additions. Older neighborhoods in cities such as Riverside and Corona carry earlier housing, including some homes that predate 1978 and fall under lead-safe work rules. Unincorporated projects are permitted through the county’s Transportation and Land Management Agency.
Climate is a real design factor here. Inland valley and desert areas see long stretches of high heat, which puts weight on insulation, window performance and HVAC sizing under the Title 24 energy code. Foothill and canyon communities are often in CAL FIRE fire hazard zones with ignition-resistant construction requirements. Look up the license number on the Contractors State License Board website. The record shows whether the license is active, its classification and the name it is issued under, and whether a bond and workers’ compensation are on file. For a multi-trade remodel or an addition, the classification should be B, general building. Ask separately for a certificate of liability insurance, since that does not appear on the CSLB record.
Each incorporated city has its own building department, and unincorporated areas are permitted through the county. Plan-check times, local code amendments and submittal requirements differ by jurisdiction. As your general contractor, Horizon prepares the plan set, submits it to the right department, responds to plan-check comments and pulls the permit under our license.
California Business and Professions Code 7159 requires a written contract with a description of the work, a payment schedule, approximate start and completion dates, and specific consumer notices, including cancellation rights where they apply. The down payment is capped by state law under section 7159.5, and progress payments should not get ahead of the work completed. Read the contract fully before you sign.
Any job that combines two or more unrelated trades or involves framing typically calls for a Class B general building contractor. That includes whole home remodels, room additions, ADUs, structural changes such as removing a bearing wall, and new construction. Smaller single-trade work can go to a specialty contractor, but once the scope spans structure, plumbing, electrical and finishes, one licensed prime contractor should be responsible for all of it.
